DCS Evaluation and Remediation Strategy  

In November, 2009, DIR commissioned a comprehensive assessment of the data center services program. Consulting firm EquaTerra, with expertise in evaluating outsourcing and information technology contracts, was selected to perform the work. EquaTerra gathered data, interviewed customers, DIR staff, and IBM staff, and reviewed previous reports completed about the data center services program.

The assessment confirmed the value of consolidating of state information technology resources and recommended changes to DIR’s implementation of the program. Recommended changes include involving agency customers in program governance, changing the technical approach to consolidation, and increasing flexibility in services offered to better match with customer needs.
