Overview
The Information Resources Manager (IRM) of each Texas state agency and institution of higher education (IHE) is required by law to develop an Information Resources Deployment Review (IRDR) and send it to DIR and the Quality Assurance Team (QAT) for review. The QAT comprises representatives from DIR, the Legislative Budget Board (LBB), and the Texas State Auditor’s Office.
The IRDR is intended to provide a review of the operational aspects of each agency's and institution of higher education’s (collectively, agency) information resources deployment, in support of the agency's mission, goals, and objectives. Another important aspect of the review is how the agency's IR deployment supports the state’s IR direction as expressed in the State Strategic Plan for Information Resources Management. Finally, the review is intended to provide confirmation by the agency of compliance with the state's IR-related statutes, rules and standards.
DIR remains committed to streamlining the content and process as much as possible to minimize the reporting burden on agencies. Therefore, much of the content of the IRDR is derived from the 2009 IRDR. In anticipation that many of your responses will be consistent with your 2009 IRDR, you will see your previous responses "pre-populated" in the IRDR collection tool whenever possible to facilitate your completion of this report.
Compliance Review Process and Corrective Action Plans
State law, Texas Government Code Section 2054.0965, requires agencies to submit their IRDRs to DIR by December 1 of each odd-numbered year. DIR is in turn required to review the IRDR responses of each agency to determine compliance with state technology standards, provisions in the State Strategic Plan, or existing corrective action plans.
DIR will perform this review in the spring of 2012 and notify those agencies found to lack compliance in one or more areas of the need to submit an information resources corrective action plan (IR-CAP). For those agencies with a current IR-CAP in effect, the IRDR will serve as a progress report on compliance.
